Simon is an environmental and resource management law specialist, with extensive experience in major commercial development and infrastructure projects.

With significant experience advising on district and regional planning matters for a wide range of clients including retail and development clients, infrastructure providers and network utility operators, Simon’s recent experience includes assisting a range of clients in Auckland on the Unitary Plan and clients across New Zealand on a range of policy and planning matters including recent regional water quality plan changes.

Simon is also a specialist in Public Works Act acquisitions, including assessments of compensation. 


Representing clients before a range of Courts and tribunals, Simon advises on all aspects of the Resource Management Act 1991 and related legislation including the Local Government Act 1974, Local Government Act 2002, Building Act 2004, Conservation Act 1987, and Public Works Act 1981.

His experience includes:

  • Advising Precinct Properties on obtaining a range of statutory approvals for the purchase and subsequent redevelopment of Queen Elizabeth Square in downtown Auckland for international retail and food and beverage activities.
  • Advising T&G Global on a range of urban industrial developments and re-consenting projects in Auckland and Christchurch. 
  • Advising Watercare Services on the North Harbour 2 Watermain and Northern Interceptor projects, which are regionally-significant water and wastewater projects required to service Auckland’s anticipated growth. 
  • Advising Ports of Auckland on a range of developments at the Port of Auckland and other facilities.
  • Appearing for Precinct Properties at the Environment Court hearing relating to the proposed development of Queen Elizabeth Square. 
  • Appearing for a range of clients at Environment Court mediations of appeals against the Auckland Council’s decisions on the Auckland Unitary Plan.
  • Appearing for T&G Global before the High Court in a successful application for judicial review of a Far North District Council decision relating to a waste transfer station on land neighbouring T&G’s export fruit packing facility.
  • Appearing for Gold Star Insurance Co before the Land Valuation Tribunal in a major claim for compensation arising from the compulsory acquisition of Gold Star’s land.

Simon began his career at Russell McVeagh in 2010, and was promoted to Senior Solicitor in 2014. He took 2015 off work to travel before returning to the firm in 2016. Simon was further promoted to Senior Associate in 2017.

He is a member of the Resource Management Law Association and the Auckland District Law Society Environmental and Resource Management Law Committee.
